- abbot of the Valaam Monastery Bishop of Trinity Pankratiy “For selfless labour to revive the Valaam monastery”,
- head of the Center for rehabilitation of disabled children “Our Sunny World” Igor Leonidovich Spitsberg “For outstanding contribution to the creation of a system of assistance to children with disabilities”,
- well-known educator and TV presenter Nikolai Nikolaevich Drozdov “For outstanding services in the study and preservation of the environment, the work of a scientist and a popularizer of science”,
- outstanding Soviet and Russian actress Inna Mikhailovna Churikova “For eternal moral values embodied in images created on the screen and on the stage”.
